Balloon Notes was established in 1987 by Elizabeth and Elaine Reyna. I am a Certifies  Balloon Artist, and a member of the Qualatex Balloon Network (QBN) and, we have the expertise needed to create a custom balloon bouquet, a custom balloon sculpture or fresh flower arrangement that lets your loved ones and friends know you care.
